Ukraine Peace Plan

A proposed peace-plan framework includes a security assurance modeled on NATO's Article 5 that would commit the United States and European allies to regard a significant armed attack on Ukraine as an attack threatening the peace and security of the transatlantic community and to respond accordingly, including potentially through military force.

The draft framework specifies that the proposed security guarantee would have an initial duration of 10 years and could be renewed thereafter by mutual consent.

The draft framework states that if a significant, deliberate, and sustained armed attack by the Russian Federation crosses an agreed armistice line into Ukrainian territory, the President of the United States shall, after immediate consultations with Ukraine, NATO, and European partners, determine and implement measures necessary to restore security.

A 2025 U.S. peace proposal for ending the war between Russia and Ukraine reportedly included provisions for Ukrainian territorial concessions to Russia, limits on Ukraine's path to NATO membership, reductions in the size of the Ukrainian armed forces, and offered limited security guarantees to Ukraine.

European leaders have characterized Russia's war against Ukraine as an existential threat to Europe and have stated that the terms of any peace agreement should be decided by Ukraine.

European officials have emphasized that peace efforts should include commitments to Ukraine's sovereignty, solid security guarantees for Ukraine, and that Ukrainian armed forces must remain able to defend Ukraine's sovereignty effectively.
