Mohammad Dawood Alokozay, an Afghan national admitted to the U.S. under Operation Allies Welcome, was federally charged with transmitting a threatening communication after prosecutors say a circulated video showed him speaking in Dari threatening a suicide bombing against "infidels" and U.S. citizens and referencing a cooking‑oil container Taliban fighters have used to make IEDs.
