For about two decades, U.S. federal funding priorities for homelessness have emphasized getting people into permanent housing and then offering treatment, an approach commonly called Housing First.

The Biosecure Act, as proposed, would prohibit federal funding to U.S. organizations that work with foreign firms designated as 'companies of concern' in biotechnology and related areas.
