The alert underscores that Venezuela remains under a Level 4 'Do Not Travel' State Department advisory due to risks including wrongful detention, torture, kidnapping and civil unrest, and warns that the U.S. government, which withdrew all diplomats from Caracas in 2019, cannot provide emergency consular assistance even as international flights have resumed.
