MI6 chief Metreweli warned that Vladimir Putin is deliberately dragging out peace talks to subjugate Ukraine and "harass NATO members," operating in a "space between peace and war" by using gray‑zone tactics — cyberattacks on critical infrastructure, drone incursions, arson, sabotage, disinformation and maritime aggression — calling the "export of chaos" a feature of Russia’s approach. Ukrainian President Volodymyr Zelenskyy cautioned that Russia appears to be preparing to make next year a "year of war" and urged partners to respond, while some U.S. politicians, including Rep. Don Bacon, have urged sending longer‑range weapons to raise the costs for Putin.
