Pennsylvania and the Department of Homeland Security are clashing over the immigration status of Kyrgyz trucker Bekzhan Beishekeev, who is accused in a Feb. 3, 2026 Indiana head‑on crash that killed four; DHS has labeled him an "illegal" CBP One parolee, while Gov. Josh Shapiro’s office says DHS’s SAVE database showed he had legal status when Pennsylvania issued a non‑domiciled CDL in July 2025 and still lists him as eligible. DHS notes Beishekeev entered via CBP One at Nogales on Dec. 19, 2023 on Biden‑era parole, and DHS Assistant Secretary Tricia McLaughlin urged states to stop issuing CDLs to illegal immigrants as Shapiro’s office faulted DHS and Secretary Kristi Noem for the conflicting records.
