Jeffrey B. Clark, the acting director of the White House Office of Information and Regulatory Affairs and a chief architect of President Trump’s aggressive climate and pollution rollbacks, has left his post, according to three people familiar with the decision and Clark’s own updated LinkedIn profile. Clark, a former Justice Department official, had been under criminal investigation for his role in Trump’s efforts to overturn Georgia’s 2020 election results before Trump issued him a preemptive pardon in November, after which the Georgia case was dismissed. Since March 2025, Clark used the powerful OIRA perch to oversee dismantling of federal limits on greenhouse‑gas emissions and air and water pollution and to help design repeal of the 2009 'endangerment finding' that underpinned federal climate regulation. A longtime critic of climate rules, he has described them as a 'Leninistic' plot and previously argued in court that the government lacked authority to regulate greenhouse gases. The White House did not immediately comment on his departure, and no successor has been named, leaving a key policy chokepoint for environmental, health and safety rules in flux.
