A federal judge allowed Texas Attorney General Ken Paxton to intervene in the litigation that produced Harris County’s 2019 misdemeanor bail reform consent decree, opening the door for the state to seek its termination. The O’Donnell decree largely eliminated cash bail for most misdemeanors and mandated release on unsecured bonds with independent monitoring; Paxton argues the decree conflicts with Texas law and endangers public safety.
