The U.S. has formally concluded in a USTR Section 301 notice that China’s semiconductor industrial policy is “unreasonable” and “actionable,” saying China’s “targeting of the semiconductor industry for dominance is unreasonable and burdens or restricts U.S. commerce and thus is actionable.” However, following a late-October trade truce between President Trump and Chinese President Xi Jinping in Busan, the administration said it will delay new tariffs on Chinese chips until 2027.
