More than a dozen Federal Tort Claims Act filings filed June–December 2025 allege a rising wave of excessive force by ICE and Border Patrol—claims include unlawful detentions, tackles, pepper‑spraying, punches and forceful restraints affecting U.S. citizens and migrants in multiple states beyond Minneapolis. Those suits come amid a broader pattern of federal use-of-force incidents (including vehicle‑related shootings in Portland and elsewhere), nationwide protests, state lawsuits and calls for independent investigations as DOJ and DHS face political and internal fallout.
