Newly released South Padre Island police body‑camera footage obtained by CBS shows Ruben Ray Martinez’s blue Ford Fusion stationary or moving at very low speed with brake lights on when a Homeland Security Investigations supervisory special agent opened fire, and it depicts Martinez being shot, dragged from the vehicle, thrown face‑down and handcuffed before medical aid was rendered—contradicting an internal ICE account that he “accelerated” and intentionally struck an agent. The shooter, identified by ABC as HSI Supervisory Special Agent Jack Stevens, wrote that he feared a potential mass‑casualty “terrorist attack,” but a Texas grand jury declined to indict, the Texas Rangers closed their probe, a passenger who said Martinez did not hit anyone died before signing a declaration, and DHS has not publicly reconciled its prior narrative with the video.
