Seattle and San Francisco scale back drug-supply programs
Seattle’s City Council and San Francisco’s mayor have moved to restrict how city-funded programs distribute drug-use supplies amid ongoing fentanyl- and opioid-related overdose crises. Seattle’s 2026 budget, passed in November 2025, bars city support for purchasing or distributing most supplies used to consume illegal drugs except needles, while a San Francisco policy effective April 30, 2025 requires people to receive or be connected to treatment counseling before getting supplies such as syringes and smoking kits and bans distribution in public spaces. Harm-reduction advocates warn the changes could limit access to what they view as life-saving materials, even as local leaders say existing strategies have failed to stem overdose deaths.
