A car bomb in Moscow has killed Lt. Gen. Fanil Sarvarov, head of the Operational Training Directorate of the Russian General Staff, who later died of his injuries. Russian investigators say one line of inquiry is that Ukrainian intelligence may have orchestrated the attack — an allegation Ukraine has declined to comment on — and Kremlin spokesman Dmitry Peskov said President Putin was immediately informed; the killing is the third senior Russian officer killed by bombing this year, after Igor Kirillov and Yaroslav Moskalik.
