Floodwaters that ravaged the Four Corners region over the past two weeks were finally beginning to recede on Tuesday, but rivers in parts of New Mexico remained above flood stage, whole neighborhoods in Colorado and Arizona were left buried in mud, and officials warned that the human and financial toll from more than 20 trillion gallons of rain is only starting to come into focus.
