ICE and Border Patrol Oversight

Sens. Elizabeth Warren of Massachusetts and Chris Coons of Delaware are introducing the ICE Accountability Act, a bill that would establish an independent ICE and CBP monitoring commission inside the legislative branch at a moment when Democrats are conditioning Department of Homeland Security funding on immigration‑enforcement reforms. The commission would be led by a nonpartisan executive director and four monitors jointly selected by congressional leaders from both parties, with authority to conduct ride‑alongs, visit detention sites, review body‑camera footage and DHS records, and issue monthly public reports and hearings on ICE and Border Patrol operations. Warren explicitly ties the bill to last month’s killings of two U.S. citizens by federal immigration agents in Minneapolis, calling ICE’s actions 'violence' and 'terror,' while Coons argues that any new rules are meaningless without an independent watchdog with real teeth. The proposal lands days before DHS funding is set to expire, effectively putting a structural oversight demand on the table as part of the broader showdown over Trump’s mass‑deportation strategy and how far Congress will go to rein in the enforcement agencies carrying it out.
