Kushner said rubble removal and demolition have already begun and made clear reconstruction will proceed only in areas where Hamas is fully disarmed or already emptied of Palestinians and under Israeli military control, aligning the blueprint tightly with Trump’s phased ceasefire demands. The slide deck, co‑crafted with Israeli real estate investor Yakir Gabay and overseen by a White House‑appointed Gaza Executive Board reporting to Trump’s Board of Peace, omits any discussion of land deeds, who controls allocation of new housing, or how families in still‑intact buildings in central and western Gaza City would be uprooted for demolition. Palestinians interviewed in Gaza tell NPR the plan effectively erases what is left of their neighborhoods and turns the territory into an investment project built atop sites a U.N. commission has labeled genocidal, while Israel rejects that finding but continues to face war‑crimes probes.
