The House on Nov. 18 passed, and the Senate earlier approved, a Congressional Review Act resolution disapproving the Biden administration’s 2022 National Petroleum Reserve–Alaska management plan that had placed nearly half the reserve off limits to oil and gas leasing. The measure now goes to President Trump, aligning with his earlier executive order to reinstate a prior plan that made about 80% of the NPR-A available for leasing, even as environmental groups warn the CRA route creates regulatory uncertainty.
