DHS still has roughly $150 billion of the roughly $191 billion Trump mass‑deportation package unspent, including about $45 billion earmarked for a detention buildout that ICE says would add roughly 92,600 beds via 16 regional processing centers, eight mega‑centers and 10 turnkey facilities as part of a $38.3 billion expansion it aims to have running by November 2026. The buildout is lagging: ICE has purchased several massive warehouses and begun conversions but dozens of deals have collapsed amid local and bipartisan NIMBY opposition, internal pressure to speed spending, and other logistical and political hurdles.
