The European Commission announced a €17.65 billion plan on Nov. 19, 2025 in Brussels to speed the cross‑border movement of tanks and troops by upgrading 500 chokepoints such as bridges, tunnels and ports and by granting armed forces priority access to infrastructure during emergencies. The package also relaxes certain rules for transporting dangerous goods by militaries and defense firms and aims toward a 'military Schengen,' as EU leaders cite intelligence warnings about potential Russian aggression within 3–4 years.
