Rep. Pat Harrigan, R-N.C., has introduced the COPS Anti-Organized Crime and Cartel Enforcement Act of 2025 to create a $200 million COPS grant program over four years for local specialized units targeting cartels and organized crime, funded by rerouting $1.4 billion in unused COVID-era unemployment money and expanding eligible uses to drones, ballistic gear and tactical vehicles. On the same day, Rep. Mike Quigley, D-Ill., announced the PROTECT Act, which would bar federal agencies from deputizing local police to perform immigration enforcement, arguing such partnerships deter immigrants and abuse victims from calling 911 and seeking protection in court.
