Federal prosecutors have charged former House Committee on Transportation and Infrastructure IT administrator Christopher Southerland, 43, of Glen Burnie, Maryland, with stealing roughly 240 government‑issued cellphones worth more than $150,000 from the U.S. House of Representatives and selling most of them to a pawn shop. DOJ says that between January and May 2023, Southerland allegedly used his authority to order new devices through the House’s internal procurement system and had them shipped directly to his home, despite the committee having only about 80 staffers. Investigators allege he then sold more than 200 of the phones to a nearby pawn shop and instructed an employee to sell them “in parts” to defeat the House’s mobile device management software, which can remotely monitor and secure official phones. The scheme unraveled after one intact phone ended up on eBay and a buyer who powered it on saw a House technology help‑desk number and called, triggering an internal review that found multiple missing devices tied to Southerland’s account. The case, investigated by U.S. Capitol Police and the FBI and prosecuted by the U.S. Attorney’s Office in D.C., highlights vulnerabilities in congressional IT asset controls and potential risks to government data when devices are improperly diverted.
