Chicago Mayor Brandon Johnson on Saturday signed an order directing the Chicago Police Department to formally document aggressive and potentially illegal actions by federal immigration agents, including uses of force, injuries and the identities of supervising DHS officers at any operation they respond to. Officers are now required to ensure body cameras capture federal conduct, to report apparent violations of state or local law to the Cook County state’s attorney, and to create a public record of how often they flag alleged unlawful force, while providing immediate medical care to anyone on scene. Johnson, citing a September fatal shooting by immigration agents outside Chicago and two ICE/Border Patrol killings in Minnesota in January, said the move is meant to give prosecutors "a mechanism" and "evidence" to pursue the most egregious cases and believes Chicago is the first city to codify such a directive. The order applies only to federal agents and comes on top of Chicago’s existing ban on local help with civil immigration enforcement, deepening Illinois Democrats’ pushback against Trump’s Operation Midway Blitz in Chicago and parallel crackdowns in other Democratic-led cities. Gov. J.B. Pritzker this week separately asked a state commission to investigate Trump officials Stephen Miller, DHS Secretary Kristi Noem and Border Patrol commander Gregory Bovino over their roles in the Chicago operation, signaling a coordinated state–city front that could test the limits of federal supremacy and local prosecutorial reach.
