Canada, EU Launch New Alliance And Pursue First Associate Membership

On Friday, October 30, 2026, Canada and the European Union launched the "Alliance for the Future" in Montreal and moved to pursue an unprecedented association aimed at deeper political and economic ties.[1]

Prime Minister Justin Carney said he will attend the European Council in June 2027 to try to conclude talks that would make Canada the EU's first associate member.[1] The joint declaration stopped short of using the term "associate member" and pledged instead to define an "ever-closer association" by the next summit in 2027.[1]

Carney, European Commission President Ursula von der Leyen and Portuguese Prime Minister António Costa concluded a two-day summit in Montreal that produced the alliance. They said they had completed talks on a digital trade pact, a competition agreement, and a European Investment Bank framework to spur investment in Canadian critical minerals.

Canada will join the EU's JUPITER supercomputing initiative, and officials outlined plans to explore LNG exports to Europe, build new undersea cables linking Canada, Europe and Asia, expand Canadian participation in Erasmus+, and deepen border security and defense cooperation. Former U.S. President Donald Trump called the arrangement a potential "hostile act" and threatened tariffs if he judged it unfriendly, a warning that looms large because 71.7% of Canada's merchandise exports in 2025 still went to the United States.
