BCA IDs MPD officer who fired at teen carjacking suspect

The Minnesota Bureau of Criminal Apprehension identified Minneapolis Officer Tedros Semere as the officer who fired one shot at a 16-year-old carjacking suspect on Oct. 8 near West 31st Street and Pillsbury Avenue.[1]

Semere, a five-year MPD veteran, has been placed on critical incident leave.[1] BCA says he fired a single shot after the stolen vehicle reversed into an MPD squad car and another parked vehicle, and that the shot struck no one.[1]

Officers responded around 4:45 p.m. Oct. 8 to a reported gunpoint carjacking and boxed in the stolen vehicle, the agency said.[1]

The 16-year-old fled on foot and was arrested near Grand Ave and West 31st Street.[1] Investigators recovered a handgun they believe was used, and the teen was taken to a hospital as a precaution before booking at the Hennepin County Juvenile Detention Center.[1] The BCA will submit its investigation without a charging recommendation to the Hennepin County Attorney's Office, which will decide whether to bring charges or make findings about the use of force.[1]
