Blaine teen charged in Hwy 100 gang-retaliation shooting

Abdisalan Muhumed Ali, 19, of Blaine, was charged Thursday in a Sept. 30 drive-by shooting on Highway 100 in St. Louis Park that wounded a motorist.[1]

He faces charges of drive-by shooting toward an occupied vehicle and assault with a dangerous weapon, the complaint says.[1] The victim, driving a white Honda, was shot in the ankle and the car was struck by six bullets, with spent casings in two calibers recovered near the Excelsior Boulevard exit.[1]

Surveillance video shows a black Hyundai Sonata with dark tint following the victims from a restaurant to the highway, and the car is registered to Ali, the complaint says.[1] Cell phone data places him at both the restaurant and the shooting scene, investigators said.[1]

Ballistics evidence links casings from the Highway 100 attack to a Sept. 5 shooting in Columbia Heights that injured three people and to a February shooting in Burnsville that also targeted the same victim.[1] The complaint says Ali is a member of the "1300" gang, and investigators say the shootings reflect an ongoing Somali gang retaliation cycle across Twin Cities suburbs.[1]

State troopers said the spent casings, surveillance footage and cell phone data formed the basis for the charges.[1]
