FBI Arrests Alleged Chinese Agent At LAX Over Taiwan Surveillance Plot

The FBI arrested Wanying "Heather" Zhang at Los Angeles International Airport on Sunday, October 4, 2026, as she tried to board a flight to Shanghai, accusing her of surveilling Taiwan's president's family.[1]

A federal complaint filed Oct. 3 charges Zhang with acting as an unregistered agent of the People's Republic of China, prosecutors said.[1] FBI agents seized phones and other devices at the time of the arrest and say she faces federal prosecution in Los Angeles.[1]

On September 1, 2025, Zhang and an unidentified man traveled to the Seattle area and rented a Nissan Rogue, the affidavit alleges.[1] Authorities say they covertly filmed Taiwanese President Ching-Te Lai's son, his wife and their child outside the family's home.[1]

Prosecutors allege Zhang met a Chinese government handler in Changsha in June 2025, where she received the surveillance assignment.[1] FBI Agent Kevin Holt said recovered WeChat messages from Zhang's iCloud show her reporting to at least two PRC-connected contacts.[1] Those messages reportedly included photos, license-plate images and expressions of thanks to the handlers for the assignment.[1]

Zhang remains in federal custody and is expected to be arraigned on the unregistered-agent charge, officials said.[1]
