Ramsey County clears St. Paul officers in I-94 ramp shooting

Ramsey County Attorney's Office ruled Sept. 11, 2026 that two St. Paul officers were legally justified in an I-94 on-ramp shooting and will face no criminal charges.[1]

Officers Matthew Foy and Byron Treangen III shot Elliot Samuels Vaughn in the thigh after he fled a remotely stopped stolen Buick and allegedly pointed a handgun at their squad, authorities said.[1] A loaded Smith & Wesson with a round in the chamber was found near Vaughn, who now faces four felony assault counts and a theft-of-motor-vehicle charge.[1]

Around 3 p.m. on Dec. 21, 2025, the encounter occurred on the I-94 westbound on-ramp from northbound Highway 52 after officers remotely stopped the suspected stolen vehicle.[1] The Ramsey County Attorney's Office said its decision followed an investigation by the Minnesota Bureau of Criminal Apprehension.[1]
