$3.7M Medicaid housing fraud suspect pleads guilty

Muhammad Abdulqadir Omar pleaded guilty in federal court to conspiracy to commit health care fraud, admitting he and a co-defendant fraudulently obtained millions from Minnesota's Medicaid Housing Stabilization program.[1]

Prosecutors say Omar and Ibrahim Bashir Abdi billed the program for more than $3.2 million between June 2022 and April 2025 and billed for 92 hours of services after a recipient's death.[1] Charging documents also allege Omar personally collected another $480,000 through false claims and that he used some funds to buy property in Kenya.[1] He is one of 15 defendants in a broader, roughly $90 million Minnesota fraud case targeting state-funded programs.[1]

Omar drew widespread attention after he jumped from a fourth-story balcony and broke his leg while briefly fleeing an FBI arrest attempt, then was captured at a relative's home.[1]
