UK Spy Chief Says Nearly 500,000 Russian Soldiers Killed In Ukraine

On Thursday, May 28, 2026, GCHQ Director Anne Keast-Butler, head of Britain's signals intelligence agency, said nearly 500,000 Russian soldiers have been killed in the war in Ukraine, the highest on-the-record government estimate yet.[1]

Keast-Butler said the estimate comes from new British intelligence and represents the highest on-the-record Russian military death toll released by any government.[1] Analyst Michael Clarke said the figure should now be regarded as an official UK estimate.[1] He added it may undercount deaths because many badly treated frontline wounded and non-Russian troops likely died after being wounded.[1]

Russia this week warned all foreign nationals, including diplomats, to evacuate Kyiv ahead of planned expanded strikes described as retaliation for a Ukrainian drone attack in Russian-occupied Luhansk.[1] On May 28, the U.S. embassy in Kyiv corrected EU foreign policy chief Kaja Kallas, saying the embassy remains open and reports of its closure were false.[1]
