Opus plans 600 housing units at former Eagan BCBS HQ

Opus and Capital Partners unveiled plans to build more than 600 housing units and a business park on the former Blue Cross Blue Shield headquarters site in Eagan.[1]

The proposal calls for four business park buildings totaling 450,000 square feet, roughly 500 apartments and up to 126 townhomes.[1] The development would occupy the 40-acre property at 3535 and 3545 Blue Cross Road.[1]

The site currently contains a vacant 442,000-square-foot Blue Cross headquarters building and a 12,000-square-foot daycare.[1] Eagan's Planning Commission is scheduled to review a comprehensive plan amendment for the project, and an environmental study will be required before redevelopment can proceed.[1]

If the commission advances the amendment, the proposal would move into the city's zoning, permitting and environmental review processes before construction could begin.
