Twin Cities tied to sharp drop in 2025 expansion dollars

Minnesota business expansion announcements plunged to roughly $2.5 billion in 2025, a sharp drop tied largely to fewer and smaller Twin Cities-area projects.[1]

The average known expansion value fell to about $70 million in 2025 from nearly $200 million in 2024.[1] The state Department of Employment and Economic Development recorded 122 expansion projects in 2025, down from 235 projects in 2018.[1]

North Wind's planned testing center at the UMore site in Rosemount was the largest 2025 expansion at about $1 billion.[1] Other major Twin Cities-area announcements included a $400 million HealthPartners hospital in Stillwater, a $163 million Daikin Applied R&D lab in Plymouth, and Boston Scientific's $139.4 million first-phase campus expansion in Maple Grove.[1] Boston Scientific's expansion is expected to add about 440 jobs by 2030.[1] Despite the 2025 slowdown, 29 projects totaling about $2.3 billion were announced in the first quarter of 2026, signaling possible recovery.[1]
