90-unit affordable family complex planned off Nicollet

Noor Cos. is proposing a six-story, 90-unit affordable family apartment building called Zaria Apartments at 3033 Blaisdell Ave., adjacent to Opportunity Crossing off Nicollet Avenue in Minneapolis.[1]

The building would include 12 one-bedroom, 45 two-bedroom, 22 three-bedroom and 11 four-bedroom units, with almost all units set at 50% of area median income.[1] Funding partners named for the project include Minnesota Housing, Hennepin County and the City of Minneapolis, and Noor received a Minnesota Emerging Developers Fund predevelopment grant.[1]

Opportunity Crossing's first phase delivered 110 affordable units and more than 14,000 square feet of commercial space, including a new Wells Fargo branch and planned tenants such as Somali fusion restaurant Martiya and event space Azure.[1]

Minneapolis Planning Commission staff are recommending approval, and a commission vote is expected May 18, 2026.[1] Noor Cos. says it plans to begin construction by early 2027 if the project wins final approvals.[1]
