Audit faults MPD response to 2024 Moturi shooting
A Minneapolis city audit faults the Minneapolis Police Department for failures in its October 2024 response after neighbor John Sawchak allegedly shot Davis Moturi in the neck.
The audit found officers feared entering Sawchak's home after the shooting and that procedural errors weakened the department's response to the nonfatal October attack. It also says police did not execute a July felony-threats warrant against Sawchak until after Moturi was shot.
The episode traces back to late 2023, when Moturi and his wife moved next door to Sawchak and began reporting harassment, including frequent racial slurs and death threats. They placed more than three dozen 911 calls and filed nearly 20 police reports before October's shooting, but police did not arrest Sawchak despite the mounting complaints. The department had about 614 sworn officers as of 2025, below the city charter minimum of 731, a staffing shortfall the audit links to delayed responses. A 2023 federal probe showed the department stops Black people far more often than White people and uses force at much higher per capita rates, adding to concerns about racial bias.
The city council requested the after-action review, and local officials and advocates are now demanding an independent investigation and greater accountability. State Senator Omar Fateh said the case exposed public safety failures and racial inequities, and some critics are scrutinizing Police Chief Brian O'Hara's leadership.
