Two men were wounded in separate shootings in St. Paul about 15 minutes apart that police say are believed to be unrelated. In the Payne-Phalen incident, a 43-year-old man was shot during an apparent carjacking, is recovering, could not describe his attacker, and investigators who have made no arrests are asking the public for tips (Sgt.
