Judge blocks citizenship proof on federal voter form

U.S. District Judge Colleen Kollar-Kotelly ruled Oct. 31 that President Trump cannot require documentary proof of citizenship on the federal voter registration form, finding the directive unconstitutional and outside presidential authority.
