St. Paul to introduce gun ordinance Oct. 22

St. Paul released draft language for a gun violence prevention ordinance to be introduced Oct. 22 that would ban public possession of assault weapons, large‑capacity magazines, binary triggers and ghost guns, and restrict firearms in parks, libraries, recreation centers and city buildings. Because of state preemption, enforcement and penalties would take effect only if the Legislature changes the law; a public hearing is set for Nov. 5 as Mayor Melvin Carter and Council President Rebecca Noecker join Twin Cities mayors pressing for local authority on gun rules.
