A 2019 report by the U.S. Department of Justice Office of the Inspector General found that James Comey shared some information about his interactions with President Donald Trump with his lawyers, some of which was later deemed classified, but the 2019 report also found no indication that James Comey or his attorneys released classified information from those memos to members of the media and the Office of the Inspector General declined to charge him with illegal disclosure.

The U.S. Department of Justice Office of the Inspector General has warned that subpoenas for lawmakers' phone records should be used only in narrow circumstances because such subpoenas can risk chilling Congress's oversight functions.
